What is happening in Ukraine right now can be properly called “war”, “invasion” or “armed conflict between Russia and Ukraine”. Reference to Russia as an aggressor state must always be made.
On February 24, 2022, the Russian Federation launched a full-scale war against Ukraine, having committed an act of aggression, an encroachment on the sovereignty and territorial integrity of Ukraine, a gross violation of the UN Charter and the fundamental norms and principles of international law.
Russian troops openly attacked Ukraine, invading the sovereign territory of Ukraine with the help of regular troops, armored vehicles, artillery, aircraft and missiles, killing civilians and destroying infrastructure. Thus, it is necessary to use the term “armed conflict”, in which Russia is the aggressor state, and Ukraine is the defender.
“Crisis” is an inappropriate term to describe the war in Ukraine. It has been erroneously used by some international organizations since 2014 because Russia, as a member of such organizations, has blocked the use of any other term related to the armed conflict between Russia and Ukraine. Although the “crisis” has become quite widespread in the media due to its use by international organizations, there are no grounds for its use by the media and civil society since February 24. The term “Ukrainian war” is also unacceptable, as it serves Russian propaganda narratives aimed at shifting responsibility to Ukraine.

In response to Russia’s actions, Ukraine has the right to self-defense in accordance with Article 51 of the UN Charter. Ukrainian President Volodymyr Zelensky has declared martial law to protect the sovereignty and territorial integrity of Ukraine while the war is going on.
Russia has long been preparing for a full-scale invasion. Prior to the invasion, it concentrated some 150,000 troops along the Ukrainian border and militarized illegally occupied Crimea.
Today, Russian troops are widely using operational and tactical aviation, high-precision long-range weapons and multiple launch rocket systems against Ukrainians. Moreover, Russia is conducting covert mobilization and intends to deploy Syrian combatants in Ukraine.
For years, Russia has renounced its military presence in Donbas. Now it has led to the fact that there is a war going on. On February 24, the aggressor state openly invaded Ukraine, claiming that the so-called “denazification” was the legitimate reason for the aggression.

The Russian Federation is shelling civilian targets: residential areas, schools, hospitals, maternity hospitals, humanitarian corridors. Thus, Russia is committing crimes against humanity and violating the Geneva Conventions for the Protection of War Victims.
As of March 12, the number of Ukrainian civilians who died at the hands of the Russian occupiers exceeds the number of our servicemen who died in battles in all defense sectors.
Given the above, the use of the word “crisis” to refer to Russia’s aggressive actions in Ukraine is unacceptable. Russia is waging war against Ukraine.
